    Santa Monica collected some $4.3 million in fees in the past fiscal year to lessen the impact of new residential and commercial development, City officials reported this week.

    Most of the fees collected -- about $2.8 million -- will be used to fund transportation improvements, according to a report that will be presented to the City Council on Tuesday.

    With few ballots left to count and facing an insurmountable lead, three City Council incumbents have officially conceded in the race for four full-term seats.

    Terry O'Day, Ted Winterer and Ana Jara issued statements after it became clear the race would be won by three challengers -- Phil Brock, Christine Parra and Oscar de la Torre -- and incumbent Gleam Davis.

    SCAG allocated 8,874 Units to Santa Monica because we're near transit and have jobs; they don't care if we have land or room.

    A series of webinars run by the City of Santa Monica's Planning Department was billed as a way for the public to comment on the required upzoning to accommodate the 8,874 units assigned to the city by the Southern California Association of Governments. In reality, the webinars, hosted by members of the Planning Department, simply informed the public of what the department plans to do in order to shoehorn this many housing units into the city -

    Council members McKeown, Himmelrich and Davis have fought district elections principally because they believed the current system increases their chances for reelection. The extensive financial, volunteer workers and other help from SMRR, developers, and unions, they thought, are most effective in citywide elections.

    The victory of three slate members puts their theory to rest, so the incumbents, and McCowan, may now favor district elections.

    For the second election cycle in a row California voters shot down a pro-rent control proposition, but local board members believe the future of rent control in Santa Monica is bright.

    Anastasia Foster and Caroline Torosis were elected for a second term on the rent control board and are dedicated to ensuring regulations stay in place and working with City Council to maximize the number of rental units available to permanent residents.
