A dozen years ago when City Council approved a new master plan for development, some of us noticed that there were some half a dozen “Opportunity Sites” that were excluded from restriction. Opportunity for whom, we wondered, but knew the answer. The Vons property was one of them. 250 condos and apartments will now top a smaller Vons, when the construction dust settles. By that time it will become part of the Great Wall of Lincoln. I like to pose the question, Who does this benefit?

    The Rent Control Board (RCB) appointed Lonnie Guinn to fill the seat vacated by Caroline Torosis when she won a position on the City Council in November and the board also took some time at the Jan 12 meeting to congratulate Torosis on her advancement to Council.

    Guinn is a rent controlled tenant in the City who has lived in the same unit for the past 13 years. He is a former City employee who worked for the Board itself in addition to the library and Economic Development departments.

    But the new law raises enforcement issues. While building owners can enforce the smoking ban on their properties, the ban in public spaces must be enforced by police or code enforcement officers already busy with more serious violations, City officials said.

    Santa Monica's decision to end the emergency came the same day the Los Angeles City Council voted again to end its local emergency at the end of this month.

    The vote came after a motion to extend the emergency and keep temporary tenant protections in place failed.

    The only new ordinance on the agenda is an expanded prohibition on smoking in multi-unit residential buildings.

    Current rules already ban smoking in elevators, public parks, the beach, inside public buildings outdoor dining hotels and within 20 feet of entrances to buildings open to the public. The expansion would also ban smoking in the common areas, except designated smoking areas, of any multi-unit residential building and public right-of-way areas (sidewalk, street, and other public-right-of way) within 20 feet of any doorway or open window of a multi-unit residential building.
