    SB 1361, authored by Sen. María Elena Durazo and scheduled for a Senate Housing Committee hearing Tuesday, would prevent SB 79 from applying to planned but not-yet-operational transit stops in jurisdictions that had already committed by Jan. 1, 2026 to build at least 10,000 housing units — at least half of them income-restricted — by 2032.

     In a move that stunned developers and housing advocates alike, the Santa Monica City Council voted unanimously late Tuesday night to abandon plans for a proposed 14-story mixed-use building at the corner of Euclid and Wilshire that would have replaced the beloved pet store Unleashed with 120 market-rate apartments and 40 units of supportive housing for the mentally ill.

    Tricia Crane, a leader of Northeast Neighbors, said the group does not plan to apply after the clarifications are made.

    "I don't know what the real goal of this is," Crane said. "It's not going to bring anyone back in the fold.

    "Are they so shocked people said, 'No, thanks' to the money?" Crane said. "I don't think they were anticipating how independent we are."
